Be sure you're eating lots of vegetables and drinking plenty of water -- aim for at least 1/2 oz of water per pound of body weight, so if you weigh about 120 lbs, drink at least 60 oz per day. You can also try a magnesium supplement, many people find it helps with constipation. I know that original, unflavored Natural Calm brand is compliant, but there are probably other options as well.
Fats are good for skin and hair health and brain health, they're necessary for your body to use certain fat soluble vitamins like vitamin A, and they help keep you full between meals, which helps keep you from snacking mindlessly. If you really want to know the whys behind the program, I'd recommend finding a copy of It Starts With Food.

No. There is no Whole30 app. As has been said before the logistics of keeping such an app updated with EVERY product available out there in the US, never mind Worldwide would be impossible as food manufacturers change recipes often & according to costs, and formulas/recipes vary from month to month, and region to region, and more so from country to country according to food law.
A big part of the process is learning to read food labels for yourself - and that way you are accountable to no-one, but yourself.
There are a number of pdfs available for download listing sneaking sugars & common additives for example which will make this job easier for you, and allow you to take ownership of your own long term health.

Today I looked at a packet of lemon pepper tuna. At first glance, I thought it was compliant until I read the ingredients. Why on earth is there sugar in tuna?! I'm finding reading the back of nutrition labels to be an eye opening experience. It really makes me wonder why some things are added to food when I'm sure it would taste just as good without it. But that's just my two cents.

This is not really infomration that people on the internet can provide... you'd need to google the restaurant you want to go to, check out the menu, call during a slow time and do some research on where you want to go.
