Can I use traditional ponzu with no soy sauce in it?

I would not based on Mirin as an ingredient (all alcohol is out).

Coconut aminos are nothing like this, but might give you a little of the umami you desire. I could imagine making a nice dressing with fresh citrus juice, coconut aminos, vinegar, maybe even a splash of fish sauce? (red boat makes one with no sugar) If you come up with something tasty, please share. :)

I agree with MM. You could totally create it with approved ingredients. I was going to say steep it with Kombu and citrus peels, but I think fish sauce satisfies the need for kombu. Fun project. :)
