What's a compliant substitute for baking powder?

Found a link on the forums to a page that has a recipe for breakfast muffins (meat, veg, egg). 


Baking powder is the only non-compliant ingredient.


Any suggestion for a replacement??


and i'm a fairly ignorant cook...what does the baking powder help do, anyway?

baking soda would probably work. It's a component of baking powder, but is itself a pure ingredient, containing only sodium bicarbonate. Baking powder and baking soda help whatever you make rise/get fluffy. For an egg muffin, you could probably just leave it out, since eggs naturally raise a little, especially if you beat them for a bit.
