Are you talking about raw chicken thighs that are nothing but chicken -- they're a yes. If it's precooked ones, or preseasoned ones, it's going to depend on the ingredients. Not only is it impossible to provide a "ruling" on all the possible foods you might find in a store, no general rulings can be offered because vendors change ingredients all the time. Chicken thighs that are okay at one location may include off plan ingredients at another location. We've been burned in the past recommending particular brands when the vendor changed the formulation and that brand begins to include dairy, or soy, or something.
