We don't!  :P

All joking aside snacking is discouraged on Whole30 - you should be aiming to eat enough at each of your three meals to keep you satiated for 4-5hrs. If you are genuinely hungry (you could eat steamed fish & broccoli) try to have a mini meal of protein, fat & veggies & then up the size of your meals the following day.

Your digestive system needs time to rest in between meals & snack foods tend to encourage the kind of mindless hand to mouth eating habit we're trying to break.

When I get really hungry, meaning when the steamed fish and broccoli sounds amazing and still wanting something after a big glass of water, I'll go find some protein.  Hard boiled eggs is my go-to snack and the NomNom Paleo has a really good method of how to make them.  I'll usually have two and feel full.  Nuts, like cashews or pistachios works too.

I say to drink a big glass of water because your mind will confuse hunger and thirst.  If you're full / satisfied after the glass of water, you were thirsty.  If not, then you need to eat something.  :)

If I'm starving and there is no way i'll make it to my next meal I grab a hb egg, or a bit of chicken with some mayo, or chicken and a handful of green olives.  Usually i'll have a cup of herbal tea first though to make sure I'm really truly hungry and not just bored.
