Spices and herbs...?

I have some spices I've purchased from Indian stores and I hear flour/wheat is used in these. Is this correct? Also, I've heard that a way to test these (I've long lost the original packaging) is to pour the spice into a bowl of water and the flour will float to the bottom. Is this true? 

How do I know if spices are gluten free?
