Breaking out - difference in US milk vs Australian milk

I've done two whole30s but currently am not following the program strictly. Here in the US, I thought I figured out that regular (or skim) milk in my lattes were making me break out more so I tended to make my own at home with sugar-free coconut milk and would order almond milk when out. Then I went to Australia recently for 6 weeks and several places I visited didn't have many milk choices so I started drinking them again with regular milk. However I didn't experience the same breakouts so I thought perhaps my original assumption was wrong. Back home in the US for 1 week and I have had regular or skim milk in my lattes each day and finding I'm breaking out more. Why would that be?  Is Australian milk somehow different from US milk that might impact this?  I do understand that dairy isn't something approved on the program but in an effort to understand how milk impacts me in various ways I do experiment and find this whole thing odd. Thoughts?

My guess would be that the difference lies in whatever the dairy cattle are being fed in each location. Dairy cows in Ireland for instance are around 95-97% grass fed, with the remaining 3-5% made up of dried grass and a small amount of supplementation in the winter when they spend more time indoors, with the content of the supplement varying  from farm to farm.

It's just like with eggs - I can't eat eggs from chickens that have been fed corn.
