If you ate lunch at 3, you probably don't need pre-workout. If you haven't eaten since 11am, maybe you do. For post workout, how depleted your exercise makes you is the determining factor. If you are completely depleted at the end, then yes. If you just went for a vigourous walk, probably/maybe not. There's no one size fits all answer here. For example, I typically eat lunch around noon, so on days I attend a 6:00pm gym class I need a pre-workout meal to get me through, otherwise I would be starving.
