Is Tapioca Flour compliant?

I am on R1D3 with my hubby and son joining me on Whole30. My son is allergic to nuts and seeds. Also sensitive to coconut. So all recipes with Almond or Coconut flour are out for us. I just saw a recipe that listed Tapioca flour as a sub for Almond flour for nut free.  Is that compliant? If not, does anyone have a recommendation for a substitution?
