I think this falls under the do not recreate baked goods or treats part of the rules (here: https://whole30.com/whole30-program-rules/):

Use your best judgment with those foods that aren’t on this list, but that you suspect are not helping you change your habits or break those cravings. Our mantra: When in doubt, leave it out. It’s only 30 days.

This is not just about eating compliant food for 30 days, it's about changing how you think about food. Breakfast doesn't have to be sweet -- it can be exactly the same as dinner. In fact, leftovers are a pretty popular breakfast option because they're fast and easy. Work on making all your meals meet the meal template (download it here: https://whole30.com/pdf-downloads/), focusing on vegetables, protein, and healthy fats. Set aside the cereal substitute for 30 days and see what happens.
