I re-introduced dairy on Sunday and then ate clean on Monday and today. On Monday I felt lethargic and had a generally upset stomach. Today I have painful bloating and has. Could this still be a reaction from Sunday’s dairy?

It could be, that's part of why the reintroduction instructions are to go back to whole30 eating for at least two days after each reintroduction. You should wait until you feel better before you reintroduce anything else, and if you really want to see if it's dairy that did this, you could always do another dairy reintro at some point to see if you get the same result again, although you definitely don't have to.
