You can definitely eat more, there's no reason to be hungry. Be sure your meals are matching the meal template at a minimum, and it's fine to have bigger meals if you need them:  https://whole30.com/pdf-downloads/ -- one thing we notice is people sometimes skimp on the fat, and that can definitely lead to being more hungry. Be sure you add one or two of the fat options to your meal, in addition to whatever oil you cook in.
