I take this supplement for migraines but wanted to check first if it was compliant.

Other ingredients include:

Powdered cellulose, grape seed extract, vegetable gum, hydroxypropyl methycellulose, stearic acid, sodium starch glycolate, silicon dioxide, dextrates, titanium dioxide, polyethylene glycol, natural caramel color, microfine wax.

It also says that it does NOT contain: yeast, milk, corn, wheat, gluten, soy, salt or any artificial flavorings or preservatives

Technically, no.  It has three different kinds of sugar in it (dextrates, glycol and natural caramel color.  However, if this is something your doctor has told you to take, then doctor's orders trump Whole30.  Also, you're an adult, if this is something you need to take to keep able to have a normal life then that's your decision to make. Only you know what happens when you stop taking it and how bad your symptoms are.
