Otherwise no, the Whole30 program has no recommendations for when you drink water in relation to your meals.

Hi There - I do have a thorough knowledge of the program; there are recommendations for special populations in the books that while we try and remember all of them, sometimes we forget... only human and all that ;)

From the research I've done just now on timing, and along with this thread, there's not really a recommendation on how long for fluids before and after meals - the point is to just avoid diluting the stomach acids to give your digestion a chance with the food before the liquid comes in so leaving your liquids till the end of your meal would likely be sufficient.  Each person's digestive system is going to work at a different speed so you can try drinking right after your meal, 15 min after a meal, 30 min etc... and see how you specifically respond to the timing.
