No, vanilla extract has to be called out on a label and cannot be included in natural flavors.  Vanilla flavoring or vanillin can be included in natural flavors but vanilla extract is by law called out due to the alcohol content.

The following CFRs seem fairly clearly to allow vanilla to be listed under natural flavors.  Are you aware of another CFR somewhere that overrides it these?

CFR Title 21, Volume 2 B 101.22 (a)(3) "The term _natural flavor_ or _natural flavoring_ means the essential oil, oleoresin, essence or extractive [...]" and "Natural flavors include the natural essence or extractives obtained from plants listed in §§ 182.10"

CFR Title 21, Volume 3 B 182.10 does include "vanilla"
