Depending on the recipe, broth might work, though obviously that's a different flavor. There are a ton of whole30 recipes available online, it might be easiest to find recipes that are already made to be compliant if you're not sure about substitutions. Some people use Coconut aminos as replacement and that would probably work, you might just need to add more salt since soy sauce is quite salty and the aminos aren't as much.
