Why are beans not an approved food?

My neighbor and I are considering starting the program and after looking at the list of food and program rules I’m wanted to find out why beans are not an approved food? My understanding is that they are very beneficial to your overall health in many ways, help lower blood sugar and can aid in weight loss. What is the reasoning behind not allowing them?

There was a recent change to the rules that allows peas, the explanation for that is here: https://whole30.com/whole30-rules-peas/

And remember that you're not necessarily giving up beans forever, you eliminate them for 30 days, you reintroduce them, and if they don't negatively affect you, you then can have them as part of your diet going forward, but if they do cause issues for you, you'll know that you want to limit or possibly avoid them.
