They pulled them from the shelves at one point because they had too much alcohol in them. The American laws surrounding potential alcohol in fermented drinks requires that if it's at all possible for the alcohol to end up over .05%, that they label it as 21+. As it is a fermented product, it is in fact possible for the alcohol content to be at or near .05% and even a touch over, but it's still not considered an alcoholic drink by anyone other than the FDA.
