Corn starch, navy bean flour, and sugar are definitely not allowed.

Are you vegan? If not, ghee is probably the most butter-like Whole30 compliant option. If you are, there might be some other brands that work, you'll just need to read labels to find them, or you might have to skip the butter substitutes and use compliant oils like coconut or olive oil instead.
