If you can find it, Red Boat is not only compliant, but when I drive to the Asian market for a big bottle, the Vietnamese cashier always comments that it's the best fish sauce they sell.  For perspective, they have two 100 foot aisles of fish sauce.  It's also in my local Fresh Market.  I haven't found it in a mega-chain yet.

Thank you for this Post.  I have wondered about Pho and am surprised that manufacturers would put sugar on fish sauce!  I currently live in a small town and for this very reason, I miss the big cities because I can find ingredients I need at a local Asian, Indian or other markets.

Man, I spent seriously like 20 minutes in the fish sauce section of a Korean grocery in San Diego ---- I should've just asked one of the fellow shoppers. :)
